Half-stamps and ghost-stamps are really common. A poor quality or old stamp refill pad just can't cover a stamp with the right amount of ink. As a result, some of the stamps appear hardly legible. On the other hand, a poor-quality new stamp refill can cover the whole stamp with ink, including the gaps in the stamp design. As a result, you end up with a complete blot on the document.
